Local Home Electrification
New Hartford is a Litchfield County town of about 6,700 people where the Farmington River, federally designated Wild and Scenic, runs right through the village. The town grew around two river villages, New Hartford Center and Pine Meadow, a well-preserved nineteenth-century industrial village, with Bakerville out on Route 202, Nepaug toward the Metropolitan District's reservoir, and Ski Sundown and the Satan's Kingdom gorge drawing visitors.
Most of town runs on delivered fuel. Census figures show about 71 percent of New Hartford homes burn fuel oil and another 12 percent propane, against under 4 percent on utility gas. Water is split: Aquarion's community system serves about 1,900 people near New Hartford Center and along Route 44, after the town sold its water and sewer systems to Aquarion in 2023, and most other homes rely on private wells. Much of the town drains to the Nepaug Reservoir.
The housing mixes old and new. About 22 percent of homes were built before 1940, concentrated in the river villages, while about 44 percent came after 1980 on larger hillside lots, with four-acre minimum zoning around West Hill Pond and two-acre and acre-and-a-half zones across much of town. Slopes of twenty-five percent or more do not count toward buildable land, which matters on the hill roads around Town Hill.
New Hartford permits come from the Building Department on the second floor of Town Hall at 530 Main Street, open Monday through Thursday 8 to 4 and Friday until 1, with applications filed online. The inspector is often in the field, so calling ahead helps. Ground-mounted solar needs a zoning permit in every residential zone and must meet principal-structure setbacks unless it sits behind the house, under fifteen feet tall and at least five feet from the line. Septic and well review goes through the Farmington Valley Health District, and Pine Meadow properties need a certificate of appropriateness.

Cold-climate heat pump systems rated to heat efficiently well below zero. CellSun does the load calculation, system design, permitting, electrical work, and Energize CT rebate paperwork. The installation is performed by our licensed HVAC installation partner.
Solar-ready roof replacements and repairs done right the first time, so your roof and any future solar system work together as one weather-tight, long-lasting envelope.
Whole-home Generac standby generators that keep your lights, heat, and well pump running during outages, sized and installed to protect what matters most when the grid goes down.
Home battery storage that stores your own energy for backup power and resilience, so you rely less on the grid and keep essential circuits powered through interruptions.
Closer to the line than you might expect. New Hartford zoning lets a generator or propane tank sit inside the normal setbacks as long as it is within twenty feet of the house, at least five feet from the property line and screened from the road. Older homes that already do not meet setbacks may need a special exception, which comes up often in Pine Meadow and New Hartford Center.
Often. The R-4 district around West Hill Pond sits entirely inside the West Hill Pond Protection Overlay, and separate overlays cover the Nepaug Reservoir watershed and land within a hundred feet of the Farmington River's bank. We check which overlay your parcel falls under before designing a ground mount, trench or generator pad.
CellSun contracts for solar, roofing, generators and battery storage, and does its own electrical. On heat pumps CellSun designs and permits, and our licensed HVAC installation partner installs.
