Local Home Electrification
Berlin sits in the southern corner of Hartford County, framed by the traprock ridges of the Metacomet Ridge, with Ragged Mountain to the west and Lamentation Mountain at the start of the Mattabesset Trail. The town is really three places: Kensington, the largest section with nearly ten thousand residents and the town offices, East Berlin along the Mattabesset River, and Worthington Ridge, the old town center running north from Mill Street.
Berlin is a gas town by Connecticut standards, which changes the heat pump math. Census figures show about 59 percent of occupied homes heating with utility gas from Connecticut Natural Gas, but about 29 percent still burn fuel oil, and those oil homes are where a cold-climate heat pump pays back fastest. The housing skews mid-century: the median home dates to 1972 and the 1950s were the biggest single decade of building.
Berlin is also unusual for what its zoning will not allow. Ground-mounted solar is permitted only in the town's industrial zones by special permit, not on residential lots, so a Berlin homeowner's array goes on the roof. Roof-mounted panels are allowed in every zone with a zoning permit, must follow the roof's pitch, can sit no more than eighteen inches above it, and need a non-reflective finish.
Berlin permits run through Town Hall at 240 Kensington Road, open Monday through Wednesday 8:30 to 4:30, Thursday until 7 and Friday until 1, and applications are filed online. Roof-mounted solar on a single- or two-family home needs a zoning permit along with building and electrical permits. Ground-mounted solar is limited to the GI, GI-2, PI and PI-2 industrial zones by special permit. Properties in the Worthington Ridge historic district and its zoning overlay go before the Historic District Commission, which meets the first Monday of each month.

Solar-ready roof replacements and repairs done right the first time, so your roof and any future solar system work together as one weather-tight, long-lasting envelope.
Whole-home Generac standby generators that keep your lights, heat, and well pump running during outages, sized and installed to protect what matters most when the grid goes down.
Home battery storage that stores your own energy for backup power and resilience, so you rely less on the grid and keep essential circuits powered through interruptions.
Not on a residential lot. Berlin zoning allows ground-mounted solar only in its industrial zones, by special permit, and only to serve a building on the same lot. For homes in Kensington, East Berlin or anywhere else zoned residential, the answer is a roof-mounted system, which is allowed in every zone with a zoning permit as long as the panels follow the roof pitch and sit no more than eighteen inches above it.
Sometimes, but the math is tighter than in an oil home. About 59 percent of Berlin homes heat with gas and about 29 percent with oil. On oil, a cold-climate heat pump usually wins clearly. On gas, it depends on the age of your furnace, whether you also want central air, and whether you have or plan solar, so we run the numbers for your house instead of assuming.
CellSun contracts for solar, roofing, generators and battery storage, and does its own electrical. On heat pumps CellSun designs and permits, and our licensed HVAC installation partner installs.
