Local Home Electrification
Andover is a small Tolland County town of about 3,100 people with no town water and no town sewer. Nearly every home runs on its own well and septic system, apart from three tiny community systems that together serve about ninety residents, so an outage here means no water as well as no heat. Piped gas does not reach Andover, though Connecticut Natural Gas serves neighboring Bolton, Coventry and Hebron.
Census figures show about 70 percent of Andover homes burn fuel oil and another 11 percent propane, with under one percent on utility gas. The housing runs older than most of our Tolland County towns: about 21 percent was built before 1940, much of it around Andover Center, where a National Register district covers roughly 270 acres along Hebron Road, Center Street, Boston Hill Road and Cider Mill Road.
Andover Lake shapes the other side of town. The 159-acre lake was created in 1927, is privately owned and managed by two associations, and many of its summer cottages have been converted to year-round homes. Converting a seasonal lake home to year-round use requires meeting full year-round lot standards and installing a complete septic system, and the lake watershed overlays add runoff and impervious surface limits.
Andover's Building and Land Use Department works from the lower level of the town offices at 17 School Road and keeps short hours, Monday through Thursday 8:15 to 1:15 and closed Friday, so we schedule submittals around them. Septic and well review, including the full septic system required for an Andover Lake conversion, goes through the Eastern Highlands Health District. Roof-mounted solar is exempt from zoning setbacks, and ground mounts follow the district rules for setbacks and height.

Premium home solar systems engineered for New England roofs and weather. We size every array around your actual usage, roof orientation, and shading so you generate the most power for the lowest lifetime cost.
Cold-climate heat pump systems rated to heat efficiently well below zero. CellSun does the load calculation, system design, permitting, electrical work, and Energize CT rebate paperwork. The installation is performed by our licensed HVAC installation partner.
Solar-ready roof replacements and repairs done right the first time, so your roof and any future solar system work together as one weather-tight, long-lasting envelope.
Whole-home Generac standby generators that keep your lights, heat, and well pump running during outages, sized and installed to protect what matters most when the grid goes down.
Home battery storage that stores your own energy for backup power and resilience, so you rely less on the grid and keep essential circuits powered through interruptions.
Usually, with more steps than elsewhere in town. A ground-mounted array needs a special permit inside the Andover Lake district, the lake watershed overlays limit added impervious surface, and older cottage lots can be tight for generator placement. Roof-mounted solar is the simplest path at the lake because it is exempt from zoning setbacks.
Because there is no town water or sewer. Nearly every home runs a private well pump and many depend on septic pumps, so a long outage takes away water as well as heat and lights. Neighboring Hebron was at 99 percent without power during Tropical Storm Isaias in 2020, a reminder of how long rural outages can run in this part of Tolland County.
CellSun contracts for solar, roofing, generators and battery storage, and does its own electrical. On heat pumps CellSun designs and permits, and our licensed HVAC installation partner installs.
Yes. The systems we specify run efficiently well below zero, colder than Andover typically sees.
