Avon is the rare Hartford County town with no local historic district commission. Pine Grove, out along West Avon Road, is a National Register district covering six structures, and National Register listing on its own imposes no municipal design review. The town's defining physical fact is vertical. Avon runs from about 148 feet along the Farmington River to roughly 879 feet on the Talcott Mountain traprock, a spread of more than 700 feet inside twenty-three square miles. A Nod Road property on the valley floor and a hillside address up toward Avon Mountain are not the same solar site, and averaging them produces a bad design.

Avon permits go through the Town of Avon Building Department at 60 West Main Street, with electrical inspection before interconnection. There is no historic district commission step. On condominium and association properties, including Farmington Woods, written association approval comes before the town permit.
